What this program is really about

The Section 8 Housing Choice Voucher program helps low income families, seniors, and people with disabilities pay for a place to rent. You pay part of the rent, and the voucher covers the rest.

HUD also runs something called the Community Choice Demonstration (CCD). This is a special project that helps some voucher families move to neighborhoods with more opportunity, like areas with better schools and safer streets. That matters a lot with back to school season here.

The CCD is only running in certain cities that partner with HUD. It is not open everywhere. But the regular Housing Choice Voucher program exists across the country.

What is changing in 2026

HUD published a notice in the Federal Register on August 3, 2026. It updates the rules for the Community Choice Demonstration.

The notice says study enrollment for the CCD ended on June 30, 2026. Service delivery tracking under the study ends December 31, 2026. But housing agencies will keep providing mobility services to families who enroll outside the study through October 1, 2028, which is the end date of the demonstration.

In plain terms: the research part is winding down, but families can still get help moving through their local housing agency in some places.

Who qualifies and what you get

The Housing Choice Voucher program is run by local public housing agencies (often called PHAs). Each one sets its own waiting list and income limits, based on your area.

In general, you may qualify if your household income is low compared to others in your area. Families with children, seniors, and people with disabilities are often served first.

With a voucher, you find your own rental home. You pay a portion of your income toward rent, and the voucher helps cover the rest directly to your landlord. This is a free government program. You never have to pay a company to apply or to get on a list.
